It states instead that any universe that contained (intelligent) life able to contemplate the universe, would by necessity have to fulfill all requirements for intelligent life, no matter how improbable.<br /><br />In other words, any intelligent life anytime, anywhere, would find (surprise!) that heir universe had its physical constants and initial conditions exactly as required for intelligent life to exist.
