To answer the question, I think he's talking about God bringing a "strong delusion" in the last days (II Thessalonians 2:11). With a bit of awkward wording.
This interesting theory of Mr. Pack that a resurrected Judas Iscariot is (should have already been here) going to deceive and forcefully take the wealth of the whole world has a congruent backstory.
When Mr. Pack started believing that the man of sin who he now identifies as the resurrected Judas Iscariot was going to not only overtake all the splinters, but the whole world as well through deception and financial extraction of all, he (Dave Pack) went into overdrive himself with his own deception and financial extraction scheme that started with his own membership.
It was in his own mind a way to get the finances of his church members and all the splinter churches before someone else could, especially someone he identifies as a threat. This is what happens when you play around with a 10,000 word theological puzzle and you put a piece of the puzzle in that has a higher profile than the one he claims for himself.
So Mr. Pack is racing to financially get ahead of Judas Iscariot so that his portfolio backed prestige will not be limited in any way.
Theological lunacy happens when a mind is operating within a fanciful mental construct. Actions speak louder than words but words carry a heavy indictment to fact. Words that his membership are hanging onto like a death grip not realizing they are the victim of a back alley shakedown.
Power, money, prestige and a new world order in the world or in the confines of the RCG? An answer that is becoming more and more evident as the years progress.
