Of course, the Great Bwana takes this as a sure sign that Satan is thwarting God's plan for Africa,
As mentioned here before, the government of Rwanda has put in laws that are severely biased against smaller churches. And while we have worked to come up with solutions, Satan’s latest tactic in Rwanda is to restrict foreign ministers.
Moise Nshimiyimana sent the following:
Dear Pastor and Overseer Dr Bob
Greetings from CCOG Rwanda .
Dear Pastor , many prayers to CCOG Rwanda because government has again declared other new regulations of prohibiting some Evangelist to come to Rwanda as Evangelist Evans came . It means that next he will not come as Evangelist says that he will come as friendly visitor .Attached in secondly email there is that new regulations .
About DVDs , we need it because we can play them like that you send it last . But if possible you send again another one book of Lost Tribes and prophecies and books of Bible-hymnal . But again we continue the project of translate that books in our language like Rwanda Burundi and Congo . And we completed the correct words of the two books you send in our language , is Mysteries of God and the Kingdom of God .
Dear Pastor , we continue to teach baptismal candidates through the way of online and 12 continue to ask us to be baptized because they have already believed .Thanks ,Moïse .
Anyway, yes, we will send the DVD and other items he has requested. It is great that 12 there want to be baptized.
Now, here is part of the new regulations Moise Nshimiyimana referred to:
RWANDA GOVERNANCE BOARD (RGB) DIRECTIVE NO. 002/RGB/2025 ON THE REGULATION OF FOREIGN PREACHERS OPERATING WITHIN FAITH-BASED ORGANIZATIONS IN RWANDAPursuant to the provisions of Law No. 56/2016 of 16/12/2016 establishing the Rwanda Governance Board and determining its mission, organization, and functioning, particularly its mandate to regulate and monitor the operations of faith-based organizations; …Article 1: Scope of applicationThis Directive applies to all foreign religious preachers who intend to participate in religious activities within the territory of Rwanda, and to all registered Faith-Based Organizations (“FBOs”) hosting such individuals.Article 2: Requirements for foreign preachersAny foreign preacher seeking to operate within the Republic of Rwanda must:1.Fulfill the minimum academic and doctrinal qualifications as stipulated in the regulatory framework governing Faith-Based Organizations.Secure a valid conference visa or any other visa category duly recognized by the Directorate General of Immigration and Emigration, which authorizes participation in religious conferences, seminars, workshops, or related events.3.Be formally invited and hosted by a Faith-Based Organization that holds a valid certificate of legal personality issued by the Board.
Notice that the government of Rwanda is requiring a specific education as well as doctrinal qualifications for visiting ministers.
This is terrible, but we will attempt to deal with this.
Satan, the prince of the power of the air (Ephesians 2:2), continues to push government officials in Rwanda to stop the growth of the Church of God in that country.
Yet, Jesus said that the gates of death (Hades) would not stop the true church (Matthew 16:18), so, despite persecuting rules, we continue and are having growth in Rwanda.

I am certain that Dr. Bob will want all of the CCOG ministry in Africa to be in compliance with the highest of standards. I mean we all know the great respect he has for legitimate education and degrees, and the example he personally sets in this area! I am sure that the Africans are aware of his exemplary ethics!
Sorry! Just couldn't resist a little blasphemy! 👺
It's not only CCOG.
COGWA has been barred from meeting in its own hall in Rwanda for months, because of a growing list of government rules that seem designed to favor Catholics and mainstream Protestant groups.
Rwanda requires fencing and land rules, along with a petition of support from nearby residents and a plan for "transformative socio-economic practices."
Translation: get lost.
Ah yes, what is truth? The government will decide.
I hate it when this happens. I have to choose between attacking Armstrongism and basically every other agenda I support — like Western recolonization of sub-Saharan Africa and the restoration of Rhodesia and South Africa. Treating Westerners like this is not appropriate.
Conclusion: While I will have a happiness if COGaWA gets shut down there, what Rwanda is doing there really isn’t kosher (no pun or irony intended).
As Brian Wilson (RIP) so famously sang, "Help me, Rwanda!"
It's not the role of governments to be the gate keepers of religious truth. Rwanda's 1994 civil war and accompanying genocide points away from it being qualified in such matters.
IIRC, some years ago some megachurches went into Rwanda and became a massive negative influence on the country's politics. It wouldnt surprise me if the same players are now trying to keep others out.
Sheesh! Just what the Africans need! More white paternalism!
Axially, that was one of the very rare lead vocals by Al Jardine, rhythm guitarist.
Still, LMAO, Dude! Good one!
